The following counties in North Carolina's 9th Congressional District have released information about the disease & their communities:

Congressional Action
 
On March 4th, I voted for H.R. 6074, the Coronavirus Preparedness and Response Supplemental Appropriations Act which was later signed by President Trump on Marth 6th. It provides $8.3 billion in funding to respond to the COVID-19 pandemic, including:
  • $61 million to fund the FDA’s response operations
  • Funding to provide an estimated $7 billion in SBA Disaster Loans Program
  • Over $1 Billion to the Centers for Disease Control (CDC) for a robust response including $1 billion exclusively for state and local response efforts.
  • $950 million dollars in assistance grants to state and local governments
    • $475 million to be available with 30 days
    • At least $40 million to assist tribal governments
  • $836 million to the National Institute of Allergy and Infectious Diseases for response operations
    • At least $10 million to train medical workers to limit their exposure to coronavirus
    • $3.1 billion to the Public Health and Social Services Emergency Fund to fund response operations, vaccine production, medical supplies, detection equipment, and more.

Symptoms and Treatment

COVID-19 has respiratory illnesses symptoms like the flu including:

  • Fever
  • Coughing
  • Shortness of breath

If you have the following symptoms and have returned from an area abroad or have been in contact with someone who is known to have Coronavirus, please contact your doctor or a medical provider before going into a medical office or emergency room to prevent the spread.

Precautions

We can all do our part to stay healthy and prevent the spread

  • Wash your hands frequently with soap
  • Avoid touching your face
  • Stay home if you are sick
  • Practice social distancing of at least 6 feet
  • Limit gatherings to no more than 10 people

Assistance

Federal, state, and local governments are working together to help prevent the spread of the virus. For individuals and business affected by the Coronavirus or precautions being taken to limit its spread, there are resources available to assist.

Resources for Small Businesses

Economic Injury Disaster Loan Program: The SBA will work directly with state Governors to provide targeted, low-interest loans to small businesses and non-profits that have been severely impacted by the Coronavirus (COVID-19). The SBA’s Economic Injury Disaster Loan program provides small businesses with working capital loans of up to $2 million that can provide vital economic support to small businesses to help overcome the temporary loss of revenue they are experiencing.

SBA provides several number of loan resources for small businesses to utilize when operating their business. For more information on loans or how to connect with a lender, visit: https://www.sba.gov/funding-programs/loans.

7(a) Loan Program: This program offers loan amounts up to $5 million and is an all-inclusive loan program deployed by lending partners for eligible small businesses within the U.S. States and its territories. The uses of proceeds include working capital; expansion/renovation; new construction; purchase of land or buildings; purchase of equipment, fixtures; lease-hold improvements; refinancing debt for compelling reasons; seasonal line of credit; inventory; or starting a business.

Express Loan Program: The Express Loan program provides loans up to $350,000 for no more than 7 years with an option to revolve. There is a turnaround time of 36 hours for approval or denial of a completed application. The uses of proceeds are the same as the standard 7(a) loan.

7(a) Community Advantage Program: This pilot program allows mission-based lenders to assist small businesses in underserved markets with a maximum loan size of $250,000. The uses of proceeds are the same as the standard 7(a) loan.

504 Loan Program: The 504 program is designed to foster economic development and job creation and/or retention. The eligible use of proceeds is limited to the acquisition or eligible refinance of fixed assets.

Microloan Program: This program involves making loans through nonprofit lending organizations to underserved markets. Authorized use of loan proceeds includes working capital, supplies, machinery & equipment, and fixtures (does not include real estate). The maximum loan amount is $50,000 with the average loan size of $14,000.

Does someone who has died qualify for the Payment? (added May 6, 2020)

No. A Payment made to someone who died before receipt of the Payment should be returned to the IRS by following the instructions in the Q&A about repayments. Return the entire Payment unless the Payment was made to joint filers and one spouse had not died before receipt of the Payment, in which case, you only need to return the portion of the Payment made on account of the decedent. This amount will be $1,200 unless adjusted gross income exceeded $150,000. 

What should I do to return an Economic Impact Payment (EIP)? (updated May 11, 2020)

You should return the payment as described below.

If the payment was a paper check:

  1. Write "Void" in the endorsement section on the back of the check.
  2. Mail the voided Treasury check immediately to the appropriate IRS location listed below.
  3. Don't staple, bend, or paper clip the check.
  4. Include a note stating the reason for returning the check. 

If the payment was a paper check and you have cashed it, or if the payment was a direct deposit:

  1. Submit a personal check, money order, etc., immediately to the appropriate IRS location listed below.
  2. Write on the check/money order made payable to “U.S. Treasury” and write 2020EIP, and the taxpayer identification number (social security number,  or individual taxpayer identification number) of the recipient of the check.
  3. Include a brief explanation of the reason for returning the EIP.

Meals

Supplemental Nutrition Assistance Program is available to low-income families to ensure they have the food they need for a nutritionally adequate diet. USDA has authorized maximum flexibility to states to waive requirements in good faith in order to streamline the program. You can apply online here, by calling: 1-866-719-0141, or by contacting your County Department of Social Services.

School Nutrition Program flexibility has been granted by the Secretary of Agriculture for schools to continue to offer meals to students while schools are closed as well as waived the group seating requirement. School districts in rural areas are eligible to participate in the newly announced Meals-to-you Program. These boxes will contain five days worth of shelf-stable, nutritious, individually packaged foods that meet USDA’s summer food requirements.

School Updates by County:

 
Wadesboro Elementary School will serve as a meal site for children up to the age of 18 years old and/or currently enrolled in Anson County Schools beginning on Wednesday, March 18, 2020. Parents and community volunteers may pick up meals and deliver them to students who may not have transportation. All meals must be picked up and consumed at another location due to limitations on the number of people who may gather at one location.

Lunch will be provided 11:00- 12:30 pm at Wadesboro Elementary School along with brekafast for the next day. 
 
Schedules for future meal offerings will be communicated after these first two days of piloting this concept. The decision for future meals will be determined based on participation. We hope to continue offering meals if families participate.

March 15, 2020 Update: The following information is being shared with you about our feeding program during school closure over the next two weeks. Bladen County Schools will offer FREE To-Go meals to ANY child or young adult ages 1 to 18 while Bladen County Schools are closed. As a result of the schools closing, we will offer seven feeding sites for breakfast and lunch. Foodservice will begin on Monday, March 16. The sites will be open Monday through Friday from 11 am until 1 pm. The seven sites are Bladen Lakes Primary, Bladenboro Middle, Clarkton School of Discovery, East Arcadia Elementary, Elizabethtown Middle, Tar Heel Middle, and West Bladen High schools. You can visit any site regardless of where your child is enrolled. Parents will be able to pick-up a “Grab-n-Go” hot meal for lunch and breakfast for the children in their home. The grab-n-go meal will include a lunch meal and a breakfast meal for the following day. Look for the signs directing you to the meal pick-up door located at the school.
 
If  you live in the eastern part of the county, bus stop delivery is now an option for those in the district under 18 years of age. The routes will be slightly varied, so please use the links below to find if delivery is an option for you.

Charlotte-Mecklenburg Schools will provide grab and go meals while schools are closed. Lunch (and breakfast for the next day) will be served in participating school’s parking lots. Meals are free for anyone 18-years old and under. Meals will be distributed Monday-Friday beginning Tuesday, March 17 from 10:30 a.m.- 12:30 p.m. The district will review the meal distribution plan weekly and communicate each week to media and the community. This will allow us to update and change when the need arises.
 
 
Beginning March 18, UCPS will offer free daily meals to children 18 years old and under at Sardis Elementary and Rocky River Elementary. Wingate Elementary and Health Sciences Academy at Monroe Middle, which began offering free meals on March 17, will continue to serve meals to children throughout the duration of the school closure. The nutritious grab-and-go meals will be available at the four schools from 11 a.m. -  1 p.m. seven days a week.
 
 
 
 
Richmond County Schools has added meal sites for students to receive a grab and go breakfast and lunch starting on Tuesday, March 17th from 10:30 a.m. to noon. As of March 16th, we have been updated that children do not have to be present to pick up their bag of food.
 
Beginning Friday, March 20th, Richmond County Schools will begin sending buses on routes to deliver food. Any child within the school district under the age of 18 may pick up a breakfast and lunch at the closest bus stop to their home. If you are not sure which bus stop your child should go to for meals, call the Richmond County Schools' Transportation Department at (910) 997-9841. Bus routes will begin their delivery routes at 10 a.m. Young children should be accompanied by an adult.
 
In addition to the bus routes, grab-and-go meals are available from 10:30 a.m. to noon at the following locations:

Tuesday, March 17 - Friday, April 3 - Breakfast & Lunch:
Grab-and-Go breakfast will be available at the following sites from 8:00 - 9:00 am. Lunch will be Grab-and-Go and will be served from 11:00 am - 12:30 pm. Meals can be picked up using the entrance to the cafeteria at the following locations: Laurel Hill Elementary, Wagram Elementary, I. Ellis Johnson Elementary, Scotland High School, and Sycamore Lane Elementary
 
Additional meal distribution options:
Beginning Monday, March 16, from 11:00 am - 12:30 pm daily, meals will also be delivered using our yellow school buses. School bus routes will be used and buses will stop at their regular bus stops. School personnel will give each school-aged child a lunch for that day and breakfast for the next day.
 
*Because of school closures, meals cannot be eaten at any of our feeding sites within Scotland County Schools
**Meals will not be distributed on the weekends but will be distributed during Spring Break
***South Scotland Elementary is now closed due to lack of participation, but students of the school can get meals through delivery or at another site.

WASHINGTON, DC -- Congressman Dan Bishop (NC-09) released the following statement on the introduction of his bill, the Increasing Hospital Capacity to Fight the Coronavirus Act of 2020.  Congressmen Jim Banks (IN-03) and Ted Budd (NC-13) co-sponsored the legislation, which will ease the burden of states as they rapidly expand healthcare capacity to confront COVID-19.
